Germany

During his phone conversation with German Foreign Minister (FM) Annalena Baerbock on Saturday, Chinese State Councilor and FM Wang Yi said that China is paying “close attention to the evolving situation in Ukraine” and that it “supports all efforts conducive to easing the situation and political settlement.”

He reiterated that “Russia’s legitimate security demands ought to be properly addressed” due to “NATO’s five consecutive rounds of eastward expansion.” Wang further added that “with regards to European security issues, all countries’ legitimate concerns should be taken seriously.”

Wang also criticised NATO, which Germany is a part of, for following a “Cold War mentality” that must “be completely discarded.” To this end, Wang said that it is “necessary for NATO to reconsider its positioning and responsibilities.”

He also asserted Beijing’s disapproval “of the use of sanctions to solve problems,” particularly unilateral sanctions, opining that they have “no basis in international law.” “It has long been proved that sanctions, far from being a solution, will only create new problems. Sanctions will not only cause a lose-lose or all-lose situation in economy, but also disrupt or impact on the political settlement process,” the FM said.

Wang concluded by pledging support to NATO, the EU, and Russia “in resuming dialogue aimed at building a balanced, effective and sustained European security mechanism.”

South Korea

On Monday, FM Wang Yi held a virtual meeting with his South Korean counterpart Chung Eui-yong. Wang noted that this year marks the 30th anniversary of the establishment of their bilateral relations and said both sides should review “the original aspiration of establishing diplomatic relations” in order to mark the occasion.

He called on Seoul to accelerate talks to reach a consensus in the second-phase negotiations on China-South Korea free trade agreement (FTA) and assured its support to “strengthen communication and coordination” with Seoul to maintain stability and security on the Korean Peninsula.

Chung Eui-yong, meanwhile, expressed hope that China “will continue to play an important and constructive role on the Peninsula issue.”

Somalia

On the same day, Wang also had a phone conversation with Somali FM Abdisaid Muse Ali. Wang expressed China’s willingness to advance their cooperation through the Belt and Road Initiative in order to assist Somalia’s reconstruction and development.

The top Chinese diplomat also suggested drawing up a list of priority areas of cooperation, providing humanitarian supplies, and strengthening cooperation in agriculture, fishing, and public health. Furthermore, he provided assurances that China will provide a batch of emergency food aid and more vaccines to help Somalia combat drought and the pandemic.

Abdisaid welcomed China’s appointment of a special envoy for Horn of Africa Affairs and expressed opposition to the “collusion between Taiwan and Somaliland,” which he said “violates the sovereignty of Somalia.” The leader also pledged to deepen cooperation with China in infrastructure, agriculture, education, and livelihood.

Iran

While speaking to Iranian FM Hossein Amir-Abdollahian on Wednesday, Wang said that China will host the Third Foreign Ministers’ Meeting on the Afghan Issue among the Neighboring Countries of Afghanistan, for which Abdollahian pledged Iran’s support.

For his part, Abdollahian briefed Wang on the latest progress in the negotiations on resuming compliance with the Joint Comprehensive Plan of Action (JCPoA). He informed Wang that “all parties have agreed on most issues” and that “the Iranian side has made active efforts” to achieve this. He also appreciated China’s “constructive role on the Iranian nuclear issue.”
